B-C tops a list of provincial green rankings released today by the David Suzuki Foundation.  The foundation gives B-C high marks for its recently implemented carbon tax -- and also praises Quebec, Manitoba and Ontario for their plans to tackle carbon dioxide emissions.  Alberta is pegged as having the worst plan to confront climate change.  The report comes as Canada's provincial and territorial premiers meet in Quebec City to toss around strategies to cut greenhouse-gas emissions.
