Mayor Stephen Mandel admits solution won't be easy.

City Council heard from non-profit groups yesterday, who are complaining that skyrocketing rents are cutting into their charitable works.  One group told a council committee yesterday it's rent was due to quadruple this year.  Mayor Stephen Mandel has promised to look into the situation, but admits a solution to this is a long way off.
